About GReENERGY project

Territorial challenge

The common territorial challenges in the Croatian-Serbian cross-border region are insufficient usage of renewable energy and increased energy consumption of public buildings due to their insufficient energy efficiency. The relevance of project is that it tackles the above-mentioned challenges by implementing joint interventions in promoting and strengthening the usage of renewable energy and improving energy efficiency of buildings by implementing green roofs and walls as well as solar energy production on selected public buildings in Osijek and Novi Sad. Energy Performance Building Directive states that energy efficiency of buildings has to be calculated. To ensure successful implementation, measures have to be at first directed towards public buildings. The main reason for monitoring and analyzing energy consumption in public buildings is that maintenance and operation costs of public facilities are mostly covered by public finance. It is therefore essential to plan and manage above-mentioned costs of public buildings in Croatia as EU member country and Serbia as candidate country. This project will enhance CBC cooperation in sustainable energy production/use and energy efficiency and will contribute to overall aim of the Programme to "strengthen social, economic and territorial development of the Programme area through implementation of joint interventions in the areas of sustainable energy". Project partners involved are from Osijek-Baranja county and South Bačka District characterized by insufficient usage of renewable energy and the need for the improvement of energy efficiency of buildings. Due to that, the project will directly contribute to the mitigation of above-mentioned problems in Programme area. Furthermore, Programme area is prone to adverse weather and climate phenomena due to climate change, lack of biodiversity in cities and this project, as addition value, promotes the move toward low-carbon economy and enrichment of urban biodiversity.

Project approach

The project approach in addressing the identified common challenges is by jointly developing and implementing green infrastructure (green roofs and walls) as well as solar panels (as additional green energy solution) on selected public buildings in Osijek (one building) and Novi Sad (one building) as proposed pilot and demonstration projects. Green roofs and walls will be implemented in order to improve buildings energy efficiency and thus decrease their energy consumption. Solar panels will be deployed on roofs in order to promote the usage of renewable and sustainable energy and to produce additional renewable energy that will be used for green walls and roofs maintenance (e.g. irrigation system), air conditioning and light in buildings, etc. Furthermore, old lights in both buildings will be replaced with LED lights that have better energy efficiency and in Osijek thermal insulation and new PVC carpentry will be installed. Selected buildings will ensure high visibility of green and solar infrastructure in both cities because the locations visited by many people will be preferred. Scientific (journal and conference papers) and educational publications and promo activities (e.g. conferences, workshops, promo material) will be realized during the project in order to raise awareness, educate, train and build capacities of interested institutions, organizations, students, pupils and urban population on sustainable energy and energy efficiency. The implemented approach will improve existing practice in energy and building sector in Programme area by developing, implementing and promoting sustainable energy production and energy efficiency using realized demonstration projects and local analysis and recommendations.

Project main objective

The main (overall) project objective is to promote the production and use of sustainable energy using solar energy plants (213 kW of power) and to improve the energy efficiency of public buildings (about 192000 kWh decrease in energy consumption on annual level) with the usage of green roofs (480+150 m2) and walls (80 m2) and additional investment works on selected objects. The project objective directly links to the Programme goal of strengthening the social, economic and territorial development of Programme area through implementation of joint interventions in the areas of sustainable energy and the move towards low-carbon economy. The proposed project directly contributes to the Programme Priority Axis 2, Specific objective 2 (To promote the use of sustainable energy and energy efficiency) by improving public buildings energy efficiency and decreasing their energy consumption due to implemented green roofs and walls (supported with LED lights and thermal insulation of buildings) as well as by implementing solar panels and solar power production on roofs in order to promote the usage of renewable and sustainable energy and production of additional renewable energy. Additional renewable energy will be used for green infrastructure maintenance, for preparing hot water for building users, air conditioning and light in buildings, etc. Furthermore, applied activities will lead to the implementation of energy efficiency measures on other public and private buildings.

Expected project results

The results of proposed project are:

1. Additional production of renewable/green energy from solar panels of about 93 kW of power on roof area (about 600 m2) of the selected building in Osijek. Additional production of renewable/green energy from solar panels of about 120 kW of power on roof area (about 960 m2) of the selected building in Novi Sad.

2. Installation of 150 m2 of green roof with all necessary infrastructures on selected building in Osijek. Installation of 480m2 of green roof and 80 m2 of green wall with all necessary infrastructures on selected building in Novi Sad. Installation of meteorological monitoring systems in both cities in order to monitor the outdoor human thermal comfort and potential mitigation effects of green infrastructure on microclimate level.

3. Decrease of energy consumption of about 145000 kWh in selected public building in Croatia on annual level. Decrease of energy consumption of about 47000 kW in selected public building in Serbia on annual level. The calculations of baseline and target values was performed by experts from OSIJEK and GNSGUI taking into account data of long-term energy consumption in building and predicted decrease in the buildings due to the implementation of green roofs and walls, replacement of old lights with LED and thermal insulation of building (only in Osijek).

4. Raised awareness about sustainable energy and energy efficiency among 400000 inhabitants of Osijek and Novi Sad. The number of people was defined based on predicted number of visits of people to opening and closing conference, workshops, visits to green and solar roofs and walls, project and partners websites and social media profiles. For example, 1000 students and pupils from Josip Juraj Strossmayer University and schools from Osijek as well as 1000 students from University of Novi Sad and pupils from Novi Sad will visit the developed green and solar roofs and green wall.
